Green, tree-lined residential street in the Upper Bukit Timah area with low-rise homes
District 21 Area Guide

Living in District 21 & Upper Bukit Timah

A practical guide to the neighbourhoods, homes, schools, parks and connectivity behind one of Singapore’s most established residential districts.

Area Snapshot

What defines District 21 and Upper Bukit Timah

District 21 runs along the Upper Bukit Timah corridor and covers established residential pockets including Bukit Timah, Clementi Park, Eng Kong, Toh Tuck, Hillview, Dairy Farm and the Jalan Jurong Kechil / Jalan Anak Bukit area.

The district is predominantly low-rise: a mix of landed terraces, semi-detached and detached houses, interspersed with low-rise and mid-rise condominiums, walk-up apartments and occasional conservation-style units. Mature greenery, access to nature reserves and a reputation for reputable schools give the area a settled, family-oriented character.

Property decisions here vary widely. A landed homeowner in Toh Tuck faces different considerations from a condo owner in Hillview or an HDB upgrader looking at the wider Bukit Timah fringe. Jesslyn works with each situation directly.

Neighbourhoods

The enclaves within District 21

Each pocket has its own feel, housing stock and day-to-day rhythm. Understanding the differences helps buyers and sellers compare options on substance rather than label.

Upper Bukit Timah / Beauty World

A busy, walkable stretch with conserved shophouses, landed homes, condominiums and the Beauty World MRT station on the Downtown Line. The area combines everyday conveniences — food centres, cafes, supermarkets — with a mix of older and newer housing.

Toh Tuck / Eng Kong

Quieter, largely landed residential streets set back from the main road. The housing stock is predominantly terraces, semi-detached and detached homes, with a more neighbourhood feel and limited through-traffic.

Hillview / Dairy Farm

Condominium-focused, with several low-rise and mid-rise developments close to nature parks, the Rail Corridor and Hillview MRT. A draw for buyers who want greenery and a lower-rise environment with condo facilities.

Clementi Park

A landed residential area near Clementi Woods, with proximity to established schools and the wider Clementi amenity belt. The neighbourhood sits at the fringe of District 21 and appeals to buyers prioritising space and school access.

Property Landscape

What the housing stock looks like

District 21 offers a wide range of tenure types, building ages and price points. The right choice depends on your budget, holding horizon, maintenance appetite and whether you need land, facilities or proximity to transport.

Landed stock includes terraces, semi-detached houses and detached homes, many in the Toh Tuck, Eng Kong and Upper Bukit Timah pockets. Condominium supply is concentrated in Hillview, Dairy Farm and along Upper Bukit Timah, with some walk-up apartments and occasional conservation or shophouse-style units.

Tenure matters. Freehold properties are common in older landed estates, while newer condominiums are typically 99-year leasehold. Leasehold does not automatically mean weaker value, but it changes financing, holding period and exit timing. Jesslyn discusses these trade-offs openly before any viewing.

Practical Considerations

What buyers and sellers should check

Property here involves more than location. A few due-diligence items regularly affect outcomes.

  • Budget & financingConfirm loan eligibility, total debt servicing ratio and stamp duty before viewing.
  • Freehold vs leaseholdUnderstand how remaining lease affects loan tenure, CPF usage and resale pool.
  • Landed maintenance & renovationFactor in upkeep, rebuilding rules, setback and envelope control guidelines.
  • URA & conservation guidelinesCheck whether a property sits in a conservation area or is subject to specific planning restrictions.
  • Future infrastructureFollow the Cross Island Line and Beauty World integrated transport hub timelines.
  • Due diligenceReview title plans, caveats, zoning and recent comparable transactions from URA / SLA.
